A report the U.S. Department of Justice Bureau of Justice Statistics says the number of people incarcerated in the country's jails has consistently declined since 2008.

The report says the number of people in city and county jails at mid-year 2013 was 731,000, down from 776,000 in 2008.

The rate of incarceration per 100,000 also also has declined from 259 in 2007 to 231 in 2013.
