PHOENIX — A sweeping rewrite of state government’s personnel system that is Republican Gov. Jan Brewer’s top policy priority for legislative action has finally been publicly released and formally introduced for consideration by lawmakers.

Key provisions of the 275-page proposal would make it easier to fire and discipline state workers and give the governor hiring and firing authority over more agency directors.

The changes would make state government more efficient and productive, Brewer says. Critics say the plan opens the door for cronyism and political favoritism.

A House committee has scheduled a special meeting Thursday to consider the proposal.

It was formally introduced Tuesday, a month after the start of the session.

Lawmakers didn’t act in 2011 on a version of the proposal that Brewer floated privately nearly a year ago.
