A Tucson man is the newest member of the state commission that oversees Arizona's public campaign finance system.
Corporation Commission member Paul Newman appointed Thomas Koester to the Citizens Clean Elections Commission for a term ending in 2016.
Koester is an independent who is a retired Morgan Stanley vice president.
He replaces Commissioner Royann Parker, an independent whose term expired earlier this year.
Commission members are appointed by elected officials of the two major parties. The other four current commissioners are two Democrats and two Republicans.
