Work was well under way at the new IBM facility on Nov. 29, 1978. The 1,800-acre site was planned to have at least nine buildings, possibly as many as 15, and it would employ several thousand workers. Located about 11 miles southeast of Tucson near Rita Road and I-10, the area was already feeling the impact of such a large influx of people. In anticipation of even greater growth, city officials were re-emphasizing the need for economic development planning.
