Indictment: Doctor falsely reported wedding expenses to IRS

ABERDEEN, S.D. — A pain management physician who practiced in South Dakota for several years has been indicted after authorities accused her of falsely reporting at least $56,000 of wedding-related and other expenses as business costs.

An indictment filed in U.S. District Court in South Dakota charges Heloise Westbrook with impeding the administration of the Internal Revenue laws.

Authorities accuse Westbrook of filing corporate income tax returns with many entries identified as business expenses that were actually related to personal expenses to pay for her wedding.

The indictment states the IRS began auditing Westbrook in 2008.

Westbrook worked in Aberdeen for more than a decade before she moved to Kentucky to work at a Greenville hospital in 2014.

Westbrook didn't immediately respond to a request for comment left at her office.

U of M researchers study nasty parasite that dissolves fish

ST. PAUL, Minn. — University researchers say a parasite is attacking fish in Minnesota and Wisconsin.

Nick Phelps' team at the University of Minnesota is trying to learn more about the parasite, which dissolves the muscles of fish. He says 26 lakes are known to have been infected in Minnesota since 1990, with 15 species affected.

Phelps says it's a nasty disease, and yellow perch are some of the most commonly affected fish. He says the parasite basically destroys the filet, so you wouldn't want to eat it. Fortunately, people aren't known to be susceptible to this disease.

The parasite is called Heterosporis. Infected fish have the appearance of freezer burn.

Phelps says it's not clear how it's spreading or how prevalent it is. Fish in 16 Wisconsin lakes have also been affected.

Police investigate case of girl who sold herself online

BROWN DEER, Wis. — Police in the Milwaukee suburb of Brown Deer are investigating the case of a 14-year-old girl who was selling herself online.

WISN-TV reports that police are investigating what they call "cam girls," women who perform on command for viewers around the world.

According to search warrants, the girl told police she had help from two men in advertising her services on the web. She said she recorded encounters with as many as 20 men and sold the videos to other men online. And she said she started when she was barely 13.

Her mother found text messages on her cellphone and notified police.

Brown Deer Police Chief Michael Kass says detectives are working to make arrests. He says they're also working to get the girl the help she needs.

Michigan Senate OKs bill banning local dog breed rules

LANSING, Mich. — A bill progressing in the Legislature would ban Michigan municipalities from enforcing regulations based solely on a dog's breed, such as being a pit bull.

The Senate voted 25-11 Thursday to send the legislation to the House.

It would not prevent local governments from enacting broader ordinances applying to dogs or their owners. At least 27 Michigan municipalities have breed-specific restrictions.

Animal advocacy groups supporting the bill say local pit bull bans are discriminatory, ineffective and infringe on responsible dog owners' rights. Critics say the legislation is another example of the state overriding what locally elected leaders think is best in their communities.

Nineteen Republicans and six Democrats supported the bill. Eight Republicans and three Democrats opposed it.

3 ex-Ohio detectives charged in scheme to steal drug cash

CLEVELAND — Three former Cleveland suburban narcotics detectives have been charged federally for a scheme that authorities say involved the officers stealing thousands of dollars in cash from alleged drug dealers.

The FBI says 42-year-old Torris Moore was arrested Thursday. Thirty-three-year-old Antonio Malone and 38-year-old Eric Jones have been charged by information and will be summoned to appear in court. A charge by information typically indicates a defendant is cooperating. All three have resigned from the East Cleveland police department in the last year.

Charging documents say the three detectives falsified reports, conducted illegal searches and committed other crimes to steal cash from alleged drug dealers. Authorities say the detectives' compromised legitimate cases. All three are charged with conspiracy.

None of the attorneys for the three detectives could be reached for comment.

No-kill shelter seeks to raise money by raffling off rifle

OTTUMWA, Iowa — A central Iowa animal shelter committed to not killing the dogs and cats in its care is raising money by raffling off a gun.

Des Moines television station KCCI reports that the Heartland Humane Society in Ottumwa is raffling off a Colt M4 carbine rifle in an effort to raise $10,000.

Ottumwa resident Geri Fogle says the rifle makes her think of violence and killing — which goes counter to the mission of the no-kill shelter.

Shelter volunteer Belinda Smith Cicarella says she understands people questioning why the shelter would choose a rifle to raffle. But she says it's a means to an end, which is to help care for homeless animals.

Smith Cicarella says the winner must register the weapon with the sheriff's department.

Hall County officials advance changes for adult businesses

GRAND ISLAND, Neb. — Hall County officials voted unanimously Wednesday to advance regulations that would expand opportunities for adult-oriented businesses in the county.

New regulations moved forward Wednesday by the county's regional planning commission include expanding zoning for such businesses from 300 acres to nearly 9,000 acres. Proposed changes also specify that alcohol isn't allowed at adult-oriented businesses, and that they must be 1,000 feet from houses, churches, schools, parks and recreational facilities.

The Grand Island Independent reports changes will be considered by the county board at an Oct. 20 meeting.

The proposal comes amid a pending federal lawsuit against the county by a Lincoln businessman who wants to open a strip club. The lawsuit claims county zoning is too restrictive in how much space is set aside for adult entertainment.

Trailer trains students on how to escape smoke-filled room

SIOUX CITY, Iowa — A house trailer filled with heavy smoke is giving Sioux City third-graders an idea of what it's like to be in a real house fire.

The Sioux City Journal reports the trailer used by the city's fire department trains kids on how to get out of a smoke-filled room. Sioux City Fire Rescue Lt. Joe Rodriguez says every third-grade class in the city gets a visit from the training trailer during National Fire Prevention Week.

The smoke used is actually a harmless fog. The trailer also had fire hazards such as unattended lighters and hair curlers, and students were asked to identify them.

Rodriguez says the realistic drills help reinforce safety preparedness concepts in children.

Dispatcher comes to rescue of teen with stuck gas pedal

GREEN BAY, Wis. — A police dispatcher is credited with helping a frantic teen driver who was speeding down a Green Bay street with a stuck gas pedal.

Sixteen-year-old Olivia Crooks heard a crack after she drove out of the Southwest High School parking lot Tuesday. Her vehicle's accelerator was stuck and her brakes wouldn't stop the car. Olivia thought the only way she could stop is if she crashed the vehicle. She quickly punched 911 and was connected with dispatcher Julia Robak.

WLUK-TV  says Olivia headed for a cul-de-sac where she thought she could drive around in circles until she ran out of gas. Robak credits the teen with taking action in a critical situation.

Robak is trained to handle such situations and had Olivia put the car in neutral. Police arrived and turned off the car.

Man cited for practicing law without license in Nebraska

LINCOLN, Neb. — Police say a California man disbarred in the late 1980s has been cited on suspicion of practicing law in Nebraska without a license after offering his services in an online ad.

The Lincoln Journal Star reports that a man contacted 81-year-old Burton Berman after seeing his ad and paid Berman $250 to help him file for divorce.

Lincoln Police spokeswoman, Officer Katie Flood, says police began investigating Berman on Sept. 3 at the request of the Lancaster County Attorney's Office. Flood says Berman was disbarred in California for being involved in a money-laundering scheme.

313-foot-long box of chocolate planned as part of fundraiser

DETROIT — A 313-foot-long box of chocolate is planned as part of an effort to raise money to help improve Detroit's riverfront.

The "World's Longest Box of Chocolate" event is Wednesday along the Detroit River outside the Renaissance Center, the home of General Motors Co. The Detroit RiverFront Conservancy, GMRENCEN and chocolatier Alexandra Clark of Bon Bon Bon teamed up on the effort.

Tickets support the nonprofit conservancy. Those who go get a chance to taste chocolates including Detroit-themed creations like Better Butter Crunch, made with Better Made potato chips, and Bumpy Cake, a nod to the well-known treat from Sanders.

Organizers say they're not aware of an existing record for a longest chocolate box, but say striving for 313 feet would be symbolic. Detroit's area code is 313.

Detroit schools reducing district-level mandated testing

DETROIT  — The Detroit Public Schools plan to reduce total district-level mandated testing days by 50 percent, boosting instructional time.

The announcement Thursday from Michigan's largest public school district says the change will allow for more real-time assessments in classrooms. The district says it still will be able to meet testing requirements from the Michigan Department of Education.

Two district-mandated reading and math assessments will be eliminated along with several pre- and post-tests related to core subject areas. The district says teachers, principals, administrators, students and families were a part of the decision to cut tests.

State-appointed emergency manager Darnell Earley says it's a "tangible example of how DPS is becoming a more efficient and effective school system focused on improving student achievement." The district has been under state oversight since 2009.

Sioux Falls woman accused of assault with a selfie stick

SIOUX FALLS, S.D. — A Sioux Falls woman is accused of assaulting her boyfriend with a selfie stick.

Police allege that 22-year-old Tyshauna Lyons on Tuesday night first cut the man's head with a knife and then struck him on the shoulder with the selfie stick. The man was not seriously hurt.

Lyons faces assault charges. It wasn't immediately clear if she has an attorney, and a home telephone listing for her could not be found.

Michigan woman gets $2K fine from TSA over apple butter

GRAND RAPIDS, Mich. — A western Michigan woman is involved in a dispute with the federal Transportation Security Administration over a $2,000 fine for attempting to carry apple butter onto a flight.

Mary Hostein tells WOOD-TV that she was stopped while trying to board a plane in January 2013 because she had a pint-sized jar of apple butter. After she was told she couldn't bring it onto the plane in her carry-on bag, Hostein says she tried to go through another security line, but she was stopped again and had to leave the apple butter behind.

Hostein says she received a letter a month later saying she was under investigation for attempting to circumvent security.

She says she got another letter last June informing her of the fine.
