Lupe and Richard Ochoa have had a long relationship with the man who owns the property next door to their Old Fort Lowell Neighborhood home. They sold the property, up a long gravel driveway along a string of adobes, to Charles DeConcini a couple of decades ago, Lupe Ochoa said. And now he rents it out.
