Tucson Police Department Capt. Kevin Hall cited "permissive left turns" as the cause of most of the accidents at intersections. Neither Capt. Hall nor reporter Murphy Woodhouse tell us that these left turn collisions are violations of traffic law — specifically a failure to give right of way.
Driver compliance with traffic laws is a consequence of traffic law enforcement. If traffic law enforcement is lax, drivers will repeat offenses and compliance will decline. Accidents will rise. TPD has been lax in enforcing our traffic laws. In fact, traffic stops have declined 61 percent from a peak of 29,390 in the third quarter of 2014 to 11,441 in the second quarter of this year. Councilman Steve Kozachic should know this and should demand better performance from our police.
