Being only 30 years old, Mr. Muñoz has accomplished much in his life. At the age of 26, Mr. Muñoz successfully became the youngest Hispanic to be promoted to the rank of Corrections Lieutenant in the Pima County Sheriff’s Department.
Academically, he has received special recognition as a student for his work and studies from Tucson High School, Pima Community College and the University of Phoenix. This hard work, commitment to the community and personal perseverance and also been recognized by such individuals as President Bill Clinton, Congressman Ed Pastor and former Congressman Jim Kobe. Through his work with the Pima County Jail, Mr. Muñoz has striven for prevention programs to help those in the jail system, while at the same time educating the public about the jail, its operations and career opportunities in the correction officer field.

• Community Emergency Response Team-A proud par of USA Freedom Corps The Presidents Call to Service Raul Muñoz has successfully completed the Community Emergency Response Team Training to become a member of the President’s Citizen Corps(Sponsored by Tucson MMRS, CERT, Pima Community College, and US Department of Homeland Security Course Director Chris Budette)
• Received certificate of recognition from Toastmasters International “Competent Communicator” Award for exceptional achievements in the Toastmasters International Communication Program.
• US Department of Justice Federal Bureau of Investigation Certificate of Appreciation for Outstanding Community Service(Special Agent in Charge, Phoenix Division John E. Lewis)
• Attended Leadership in Police Organization training of 168 hours (Sponsored by West Point, through the International Chiefs of Police by the Community Oriented Policing Services, and the US Department of Justice.
• Received Associates of Applied Science Degree in Administration of Justice Studies from Pima Community College (Chair, Board of Governors Sherryn Marshall and Chancellor Roy Flores)
• Nominated and Recognized Acceptance through 2006-2007 National Deans List.
• Been recognized by his Department to be a leader and team player amongst his peers and co-workers which has allowed him to be the first Corrections Hispanic Employee to be placed on Billboards around town for recruiting efforts as well as being placed on the Departments Website upgrade.
• Created the first Corrections Coloring Book for Children in partnership with Arizona Daily Star Cartoonist David Fitzsimmons. The Coloring Book educates children on basic operations of what life is like within the jail while encouraging boys and girls to stay in school, be respectful citizens to all individuals and saying no to drugs. This has served as a wonderful prevention tool in the Jail’s efforts to stop the cycle of incarceration within families
• Received Bachelor of Science Degree in Business Management from the University of Phoenix
• Received Letter of Appreciation from the Pima County Sheriff’s Department for conducting a missing person’s hunt for an employee of the Sheriff’s Department (Chief Warren Alter and Capt. Rod Mayhew)
Mr. Muñoz has set himself apart from his peers by being a strong community leader and role model no only to youth, but to his fellow officers and sergeants. He also serves as a very active member in his church.
Through his tireless effort and work ethic, he has he has been able to bring various community members and sectors of the community together to address the problems of incarceration that affect our community. Through these efforts, he has also been able to educate community members about functions of the Pima County Jail and the process that is taken with an incarcerated individual. He has helped to bring to the forefront the issues surrounding the cyclical nature of incarceration and families among minorities and how this perpetual cycle inevitably affects families and the quality of life in Tucson and Pima County.
Throughout his life, Mr. Muñoz has pursued many leadership roles which have provided him with the work ethic and perseverance to capitalize on opportunities that have presented themselves. His successes and accomplishments have motivated him to help others succeed through their personal, career, and educational development.
Through his position within the Pima County Sheriff’s Department, his has been able to reach out to our future youth and work force to illustrate the many challenges and complex problems that our community faces with our incarcerated populations. His personal belief is that “opportunity is but an attempt away”, and with that notion encourages individuals, whether they be co-workers, youth or members of the community, to always grasp for their dreams and to avoid the perils of incarceration.
He feels that individuals must give themselves a chance to overcome diversity and obstacles while being persistent in following through with his or her goals and expectations. It is among these beliefs that have enabled Mr. Muñoz to balance raising his family, his work, his faith and his community.
