Flags flying at half-staff

The American Flag and Arizona Flag lay at half staff, in front of Pima County Public Service Center, for White Mountain Apache Police Officer David Kellywood, in Tucson, Ariz. on February 18, 2020. Officer Kellywood was killed in the line of duty in a shooting in the early morning of February 17, 2020, according to Navajo County Sheriff's Office.

If you are driving around and notice the American or Arizona flags flying at half-staff, you may wonder why. Sure, you know when a former president has died, but sometimes these are done in memory of a tragic event.

For all of 2021, we are going to tell you when and why the flags for the United States of America, Arizona or any other state or territory of the U.S. are flown at half-staff.

The source for much of this information is FlagSteward.org

According to USFlag.org, which links to a copy of the United States Code, when the flag is flown at half-staff, it should first be hoisted to the peak and then lowered to half-staff. At sunset the flag should be raised back to full-staff and then lowered slowly all the way down.

The U.S. flag must be flown at half-staff for the following office holders or former holders:

  • President of the United States or former president: 30 days from the date of death.
  • Vice President, Chief Justice of the Supreme Court, retired Chief Justice or Speaker of the House of Representatives: 10 days from the date of death.
  • Associate Justice of the Supreme Court, a member of the Cabinet, a former Vice President, President pro tempore of the Senate, Majority Leader of the House of Representatives and Minority Leader of the House: From the day of death until the date of interment.
  • Unites States Senator, Representative, Delegate or the Resident Commissioner from the Commonwealth of Puerto Rico: In the District of Columbia the flag will fly at half-staff on the day of death and the following day, in the state, congressional district, territory or commonwealth of the deceased, the flag will fly at half-staff from the day of death until interment.
  • Governor: Within the state, the flag will fly at half-staff from the day of death until interment.

July 31, 2021 updated

Arizona: As ordered by the Governor, all flags at state facilities will fly at half-staff Saturday July 31, 2021, in honor of Tucson Emergency Medical Technician Jacob Dindinger who died from his injuries from a shooting earlier this month as he was responding to a house fire.

South Dakota: As ordered by the Governor, all flags atop the State Capitol will fly at half-staff Saturday, July 31, 2021, in honor of former House majority leader David Lust.

Massachusetts: As ordered by the Governor, all flags at government / public facilities will fly at half-staff Saturday July 31, 2021, in honor of Mass. Army National Guard Private First Class Carlos Soto-Mendez, of Dorchester.

Kentucky: As ordered by the Governor, all flags at state facilities will fly at half-staff Saturday July 31, 2021, in honor of a Kentucky sailor, Navy Seaman 2nd Class Floyd D. Helton, 18, of Somerset, who died in the attack on Pearl Harbor Dec. 7, 1941, and whose remains were only recently identified and brought home.

Iowa: As ordered by the Governor, all flags at government / public facilities will fly at half-staff Saturday July 31, 2021, in honor of U.S. Navy Hospital Apprentice 1st Class John M. Mulick, who was killed at Pearl Harbor Dec. 7, 1941, and whose remains were recently returned home.

Ohio: As ordered by the Governor, all flags atop the Statehouse, the Vern Riffe Center and across Hancock County will fly at half-staff beginning July 31, 2021, and ending at sunset on the day of his interment (TBD) in honor of Ohio State Highway Patrol Sergeant Jared M. Ulinski, who died in the line of duty.

July 30, 2021

South Dakota: As ordered by the Governor, all flags atop the State Capitol will fly at half-staff Friday, July 30, 2021, in honor of former State Senator Wendell Hanson.

July 28, 2021

Red Lake Tribal Nation: As ordered by the Red Lake National Tribal Council Chairman, all flags at tribal government / public facilities will fly at half-staff beginning Wednesday, July 28, 2021, and ending at sunset on the date of his interment (TBD) in honor of Red Lake Tribal Police Officer Ryan Bialke, who was shot and killed in the line of duty. The Red Lake Tribal Nation is in Minnesota.

July 27, 2021

Florida: As ordered by the Governor, all flags atop the State Capitol and at public facilities at the Palm Beach Courthouse and the City Hall of West Palm Beach will fly at half-staff Tuesday, July 27, 2021, in honor of former State Representative Joel Thomas Daves III.

California: As ordered by the Governor, all flags atop the State Capitol will fly at half-staff Tuesday, July 27, 2021, in honor of Kern County Sheriff's Office Deputy Phillip Campas, who was shot and killed in the line of duty.

Wyoming: As ordered by the Governor, all flags at government / public facilities will fly at half-staff beginning Tuesday July 27, 2021, and ending at sunset on the date of his interment (TBD) in honor of former U.S. Senator Mike Enzi.

Pennsylvania: As ordered by the Governor, Commonwealth (state) flags at government / public facilities in Montgomery County will fly at half-staff beginning Tuesday, July 27, 2021, and ending at sunset Saturday, July 31, 2021, in honor of firefighter Thomas E. Royds of the Lower Merion Fire Department, who died in the line of duty.

July 26, 2021

New York City: As ordered by the Mayor, all flags at governmental / public facilities in New York City will fly at half-staff Monday, July 26, 2021, in honor of Civil Rights Activist Robert P. Moses.

July 23, 2021

New Mexico: As ordered by the Governor, all flags at government / public facilities will fly at half-staff beginning Friday, July 23, 2021, and ending at sunset Sunday, July 25, 2021, in honor of Janet Tracy, a volunteer firefighter in Sierra County who was killed in an apparent accident while on duty.

July 22, 2021

Kentucky: As ordered by the Governor, all flags at state facilities will fly at half-staff Thursday, July 22, 2021, in honor of Sen. Tom Buford of Nicholasville, who represented Gerard, Jessamine, Mercer and Washington counties along with parts of Fayette.

Also in Kentucky: As ordered by the Governor, all flags at state facilities will fly at half-staff Thursday, July 22, 2021, in honor of Rep. John "Bam" Carney of Campbellsville.

July 21, 2021 updated

Wyoming: As ordered by the Governor, all flags at government / public facilities will fly at half-staff Wednesday, July 21, 2021, in honor of First Lieutenant Alva "Ray" Krogman. A Worland native, Krogman's plane was shot down during the Vietnam War while he was flying a scouting mission over Laos. His remains were identified in Laos July 7, 2020, and his remains were returned home this week.

Kansas: As ordered by the Governor, all flags at government / public facilities will fly at half-staff beginning Wednesday, July 21, 2021, and ending at sunset on the date of his interment (TBD), in honor of Kansas Representative Ron Howard.

July 19, 2021

Minnesota: As ordered by the Governor, all flags at state facilities will fly at half-staff Saturday, June 19, 2021, and on the 19th day of each month, in honor of all Minnesota residents who have died of Covid-19.

July 17, 2021

Kansas: As ordered by the Governor, all flags at state facilities will fly at half-staff Saturday, July 17, 2021, in honor of Captain Clay Germany of the Wichita Police Department.

Wisconsin: As ordered by the Governor, all flags at state facilities will fly at half-staff Saturday, July 17, 2021, in honor of U.S. Air Force Airman 2nd Class Edward J. Miller, who died while serving in the Korean War.

Texas: As ordered by the Governor, all flags at Lubbock County government / public facilities will fly at half-staff beginning Saturday, July 17, 2021, and ending at sunset on the date of his interment (TBD), in honor of Lubbock County Sheriff Sergeant Josh Bartlett, who was killed in the line of duty.

Massachusetts: As ordered by the Governor, all flags at government / public facilities will fly at half-staff Wednesday, July 14, 2021, in honor of Staff Sergeant Jordan Phillip Snow, Vermont Army National Guard, of Norton, Mass.

July 13, 2021

Arizona: As ordered by the Governor, all flags at state facilities will fly at half-staff Tuesday, July 13, 2021, in honor of two wildland firefighting aircraft personnel, Air Tactical Group Supervisor Jeff Piechura and pilot Matthew Miller, who died in an airplane crash in the line of duty.

Indiana: As ordered by the Governor, all flags at government / public facilities in Vigo County will fly at half-staff Tuesday, July 13, 2021, in honor of Terre Haute Police Detective Greg Ferency, who was shot and killed in the line of duty.

New Jersey: All flags at public / government facilities will fly at half-staff Tuesday, July 13, 2021, in honor of former Camden Mayor Gwendolyn Faison.

Massachusetts: As ordered by the Governor, all flags at public facilities will fly at half-staff Tuesday, July 13, 2021, in honor of Sergeant MacDouglas J. Deegan, U.S. Army, of Quincy, Mass.

July 12, 2021

Louisiana: As ordered by the Governor all Flags atop the State Capitol and at government / public facilities across the state will fly at half-staff, immediately on Mon., July 12, until sunset on the date of his interment (TBD), as an expression of respect and to honor the former Governor Edwin Washington Edwards, who served as LA's Governor from 1972-80, 1984-88, and 1992-96. 

July 9, 2021

Navajo Nation: As ordered by the President of the Navajo Nation all US and State Flags will fly at  half-staff, from sunrise to sunset on Fri., July 9, in honor of US Army Private (PVT) Marriah Alice Shirley Pouncy, a member of the Navajo Nation, who passed away while stationed at Fort Bliss, Texas, on June 21.

July 7, 2021

Washington: As ordered by the Governor all US and State Flags at government and public facilities will fly at half-staff, from sunrise to sunset on Wed., July 7, the date of his memorial service, in honor of Stafford Creek Correctional Officer Gabriel Forrest, who was killed in the line of duty on June 17, 2021. 

Louisiana: As ordered by the Governor all Flags atop the State Capitol and at public facilities across the state will fly at half-staff, from sunrise to sunset on Wed., July 7, to honor the former Lieutenant Gov. James E. "Jimmy” Fitzmorris Jr., who served from 1972-1980. 

July 6, 2021

Pennsylvania: As ordered by the Governor, all Commonwealth (State) Flags in Montgomery County at all state and public facilities and all PA citizens are invited to put their State Flags, to half-staff, immediately on Tue., July 6, until sunset on Sat., July 10, in honor of firefighter Sean W. DeMuynck of the Lower Merion Fire Department, who died in the line of duty on Monday, July 5, 2021.

July 3, 2021

Iowa: As ordered by the Governor all Flags at state and public facilities will fly at half-staff, from sunrise to sunset on Sat., July 3, the date of Wynn's funeral and interment (burial), in honor and remembrance of LaMetta Wynn who served as the mayor of Clinton and became Iowa’s first African-American woman mayor when she was elected in 1995. She died on June 24, 2021 at the age of 87.

July 2, 2021

Florida: As ordered by the Governor all Flags at all public facilities at the Palm Beach County Courthouse, the City Hall of West Palm Beach, and the State Capitol in Tallahassee, Florida will fly at half-staff, from sunrise to sunset on Fri., July 2, To honor the memory of former Florida Senate President and U.S. Congressman Harry Johnston, and his service to our state.

July 1, 2021

Indiana: As ordered by the Governor all Flags at government and public facilities (invited businesses and residents) will fly at half-staff, immediately Thu., July 1, until sunset on Mon., July 12, in honor and remembrance of former Indiana First Lady Patricia (Pat) Whitcomb. 

Washington: As ordered by the Governor all Flags at government and public facilities will fly at half-staff from sunrise to sunset on Thu., July 1, in honor of Seattle Police Officer Alexandra Brenneman Harris, who was killed in the line of duty on Sun., June 13, 2021, the date of her memorial service at T-Mobile Park.

Illinois: As ordered by the Governor all U.S. and State Flags on State property will fly at half-staff, from sunrise on Thu., July 1, to sunset on Sat., July 3, in honor and remembrance of Wabash Fire Protection District Volunteer Firefighter Mehdi Mourad, who was killed in the line of duty, in a car accident on the way to a fire call.
