The Suspect: 49-year-old Francisco Javier Ulloa-Cazares — aka Pancho.
When and Where: June 2005, on Interstate 10 near the Cortaro Road exit.
Investigators: Deputy U.S. Marshal Forrest Laxton.
Summary: Immigration and Customs Enforcement agents, working with officers from other agencies, pulled over two vehicles driving in tandem that they had followed from a location suspected of housing marijuana, said Rich Tracy, a spokesman for the U.S. Marshal's Service.
Driving the lead vehicle was Ulloa-Cazares; in the second vehicle officers found about 2 tons of marijuana, Tracy said.
Upon returning to the location where the two vehicles originated, federal agents found about another 2 tons of marijuana, he said.

Ulloa-Cazares was arrested by U.S. Customs Enforcement and charged with possession with intent to distribute about 4 tons of marijuana.
Ulloa-Cazares was released on bond and fled the supervision of U.S. Pretrial Services, Tracy said.
In August 2005, the U.S. District Court in Tucson issued a warrant for Ulloa-Cazares' arrest for violating the conditions of his bond and failure to appear in court, Tracy said.
The Latest Information: U.S. marshals believe Ulloa-Cazares may be traveling between Mexico, Marana and Northwest Tucson, Tracy said.
Ulloa-Cazares is a permanent resident of the U.S. but is believed to have been crossing the border illegally, he said.
