Arbuckle's family told the Daily Star in 2002 that the men planned to rob Arbuckle at gunpoint.
Witnesses told police that Arbuckle became upset when one of the men drew a handgun and pointed it around the room.
The men began to argue with Arbuckle, who began yelling.
Police say Ortiz then picked up a different weapon off the floor and shot Arbuckle several times.
Roberts also was shot, though witnesses gave conflicting statements about who fired that shot.
Arbuckle was taken to Tucson Medical Center, where he was pronounced dead.
After the shooting, the three other men ran away. Police followed a trail of blood to a nearby home where they found Samsoon and Roberts.
Roberts was taken to TMC for his gunshot wound. He recovered and was released to police.
Immediately after the shooting, officers searched for Ortiz but were unable to find him. They also received several tips about his location in the weeks after the shooting, but nothing panned out.
A first-degree murder warrant later was issued for Ortiz.
The Latest Information: Ortiz has been sighted on the Southeast Side in the past month.
It's believed he's there to visit his mother, who lives in the area, said TPD Detective Benjamin Jimenez.
Ortiz also has ties to Mexico and border towns in Southern Arizona, Jimenez said.
In 2004, Ortiz was named to Pima County's Most Wanted Criminals list.
