New passport rule creates few snags
ATLANTA — A new rule requiring U.S. airline passengers to show a passport on their return from Mexico, Canada or most locations in the Carib-bean took effect Tuesday, with few reports of stranded travelers. The U.S. Virgin Islands are an exception.
Hartsfield-Jackson Atlanta International Airport reported no problems by midday. Most travelers who forgot about the new requirement were allowed to enter after receiving a warning and a passport application.
But their names were entered into the agency's computer system, and they will be scrutinized if it happens again.

Convict-lawmaker pension denial gains
Lawmakers convicted of crimes, including bribery, fraud and perjury, will be stripped of their congressional pensions under legislation the House passed Tuesday.
The 431-0 House vote comes just four days after former Rep. Bob Ney, R-Ohio, received a 30-month prison term for taking political favors from lobbyist Jack Abramoff.
Despite the conviction, Ney is eligible to receive a $29,000 annual pension when he reaches age 62.

Child abuser, killer could get death
BOISE — Federal prosecutors said Tuesday convicted killer and child molester Joseph Edward Duncan III has confessed to killing two children in Washington state in 1996 and a California child in 1997.
Prosecutors filed a formal notice of intent to seek the death penalty against Duncan in a separate case in which he's accused of kidnapping two northern Idaho children and killing one of them.
They say Duncan should be put to death because he killed Dylan Groene, 9, while his then-8-year-old sister Shasta Groene watched, after kidnapping them from their home near Coeur d'Alene, Idaho; because he's acknowledged killing three children in 1996 and 1997; and because he'd be a serious threat to others, if he's allowed to live.
