Face it. The school voucher program is nothing more than a hand-out to the more wealthy. The less wealthy (many of them) cannot afford the tuitions, so they cannot take advantage of the program. They wealthy can afford the tuition, so they just have to pay less now. What a good deal for them. Thank you Arizona legislators.
