It is perhaps not generally understood that the automobile regulation bill, which was passed by the legislature at the special session, did not carry an emergency clause.
That, however, is the fact; and as the bill was signed by the governor June 22, it will become effective Sept. 22.
It is also probable that many people even among the owners of automobiles are not fully informed of the provisions of this law, the main points of which are as follows:
It is provided that all owners of automobiles shall file their names and addresses with the secretary of state together with a brief description of the machine, which description shall include the factory number.

The annual registration fee shall be $3 for each machine up to and including 40 horsepower.
When the necessary information has been filed with the secretary it becomes his duty to assign a number with the owner who is also given a seal.
