JACK DYKINGA / ARIZONA DAILY STAR 1977 The trouble began when the remnants of Pacific Hurricane Heather brought four days of rain to Southern Arizona. By Oct. 9, 1977, the Santa Cruz River had overflowed its banks and caused major flooding in at least six towns along its path. This aerial photo shows the intersection of Sahuarita Road and Nogales Highway in what was then the "tiny community of Sahuarita." The flooded railroad tracks are in the foreground. The bridge supports at Pima Mine and Helmet Peak roads were eroded, and both roads were closed, as was U.S. 89 near Nogales. It was feared an Interstate 19 bridge near Tumacacori might collapse. The National Guard was called out, and a state of emergency was declared by then-Gov. Raul Castro. No injuries were reported, however.
