An illegal massage ring frequented by several members of local law enforcement agencies had an underage worker, court documents show.
More than 20 women worked out of multiple locations, offering massages with the option of sexual services and giving a cut to the madams running the businesses.
Documents show that a suspected madam acknowledged to police that a girl started work at one of the brothels when she was 17 years old. The woman said she did not learn that until two years later.
It is unclear whether the girl — whom the Star is not naming — had sex with clients.
To date, only two women with loose ties to the prostitution investigation have been charged with crimes. Both of them — a former employee and her cousin — were charged with felonies that include conducting an illegal enterprise and receiving earnings of a prostitute.

In contrast to the employees working at the ring’s two major businesses, called By Spanish and Daisy’s Delights, the women operated out of one location and had no employees.
In May, one of the women, a former employee of By Spanish, pleaded guilty to one felony count of prostitution and will spend three years on probation. The case against the second woman is ongoing.
A representative for the Pima County Attorney’s Office said prosecutors are still considering charges against three people suspected of operating the ring.
