From planning to permits and certifications, the plants needed to offset foreign semiconductor manufacturing would take five to six years and cost $15B-$20B today. The plant will require imported equipment to operate. And everything else?
Semiconductor plants require -12/55 tn chillers (2+years to build); 6M m3 of concrete; 100 tn of steel; 23M miles of cable; and 7,000 workers.
