It appears that state Superintendent of Education Tom Horne does not appreciate the importance of individuality in the process of learning. Excellent educators pay attention to this to see that each student can perform at their best. The idea of "structured English immersion" appears in conflict with the process encouraging healthy character development.
Proficiency does not evolve from mandates.
