“The House of Representatives shall choose their speaker and other officers and have the sole power of impeachment.” This sentence from Article I Section 2 is all the Constitution says regarding the office. With the development of a two party system one or other of the parties has historically held a majority in the House and chosen the Speaker. In January of this year the speakership was lent to Kevin McCarthy by his Republican conference after he bartered away much of its power. A bad bargain because it allowed his fractious conference to declare the seat vacant in October. Now McCarthy and some of his allies including our Rep. Juan Ciscomani are saying he was ousted by the Democrats, though it was he alone who could not hold the seat because he couldn’t please all of his Republican majority when he needed them. He changed House rules to get the job and the changes were used against him, making him an ineffectual Speaker then taking back his gavel. Alas!
