PHOENIX - While the changes to drunken-driving laws are probably the most sweeping of the new laws for the new year, several other changes also kick in today.
HOmeowner associations
One law makes numerous changes in the regulations governing homeowner associations.
For example, lawmakers have approved various measures in prior years restricting the ability of HOA boards to limit the ability of owners to post signs advertising their property for sale or rent. The new law not only tightens that language but spells out that the associations cannot charge a fee for sign placement.
Another change clarifies that a statement detailing unpaid assessments must be furnished by the association to the person requesting it within 10 days of receiving a written receipt. But the law says that document can be furnished either in paper or electronic format.

Various other provisions in the law spell out what fees an association can charge for preparing certain documents.

Other laws taking effect with the new year include:
• Imposing an additional $500 fine on those convicted of a dangerous crime against children or sexual assault, with the funds earmarked to help counties pay for medical or forensic interviews.
• Requiring the secretary of state to establish a program to protect the residential addresses of victims of domestic violence, sexual offenses and stalking.
• Setting up new rules for those who want to operate mobile dental facilities.
• Mandating that those who want a license as a real estate instructor must attend a three-hour professional seminar or workshop.
