The next time the state’s jobless rate spikes, Arizonans may be able to set up their own home-based businesses without fearing state or local regulation.
As originally proposed by Sen. David Farnsworth, R-Mesa, SB 1162 barred the government from requiring licenses for home-based businesses in cases of war or emergency. On Wednesday it was amended to say people can open their own businesses at their homes when the unemployment rate hits 10 percent.
Rep. Debbie McCune Davis, D-Phoenix, said such a broad exemption opens the door for noxious businesses to open in neighborhoods.
But backers said the legislation, given preliminary House approval Wednesday, does not allow a home-based business to violate any other existing laws.
