The Board Supervisors agreed to a $1.8 million legal settlement with former Pima County Deputy Administrator Martin Willett who filed a personal injury lawsuit against the county in 2014.
Miller voted against the settlement.
Willett filed a claim against the county after he was involved in bicycle crash in 2013. He originally sought $6 million in compensation.
Willett was riding on the Dodge Boulevard bridge over the Rillito River when his bicycle tire became stuck in a gap in the roadway. He was thrown head-first over the front of the bicycle and suffered numerous broken bones, including a broken neck, and other injuries.
The county temporarily closed the bridge to cyclists following the incident to make repairs.
In the months following the wreck, Willett underwent at least six surgeries to repair his injuries, court documents show.

He eventually returned to work part-time for the county. Willett retired in July after more than 27 years with Pima County.
