The infant whose remains were found Tuesday in a shallow grave near Eloy was born with methamphetamine in her system, according to state CPS records.
Child Protective Services confirmed it had a previous report of neglect involving the mother of Vanessa Martinez, who was born in October, a CPS report states.
Vanessa's parents, Olivia Paige Martinez, 20, and Jonathan Niles Kesterson, 26, have been arrested and charged in her death, which is believed to have occurred in January.
The two were brought back from San Diego and are in the Pima County jail.
The records released by CPS do not detail how Vanessa's case was handled by the state agency. Officials would not comment Wednesday night.
CPS was notified of Vanessa's death April 17 by someone who called the agency's child-abuse hot line.

CPS is working with San Diego Child Welfare Services, which took the couple's other daughter into custody.
Vanessa's parents told authorities they buried her while they were traveling to San Diego, according to court documents.
Olivia Martinez and Kesterson told detectives in separate interviews that they pulled over and buried Vanessa after she died in Tucson while they were staying at a hotel, the search warrant said.
They were arrested in San Diego on suspicion of felony child abuse and first-degree murder, the Sheriff's Department said Monday.
Search dogs found Vanessa's body early Tuesday in a remote area northwest of Toltec Road and Interstate 10, north of Tucson.
Vanessa was born Oct. 21, according to the search warrant.
The parents told sheriff's detectives the infant died in January, the search warrant said.

The Tucson investigation began April 12 after Kesterson was arrested in San Diego for an unrelated weapons-misconduct charge.
Kesterson told San Diego authorities he and Martinez buried the infant Jan. 8 after the baby died that day.
Sheriff's detectives flew to San Diego and interviewed Kesterson on April 15.
Kesterson told detectives Martinez was watching Vanessa when the baby died from sudden infant death syndrome.
The Pima County Sheriff's Department did not release a cause of death Wednesday because the investigation is ongoing, said Deputy Dawn Barkman, a department spokeswoman.
During the interview, Kesterson told detectives Martinez made the decision to leave for San Diego.
Detectives interviewed Martinez on April 16.
In the interview, Martinez said Kesterson was watching the infant while she was at her job at a local strip club.
According to Martinez, Kesterson contacted her while she was at work and let her know Vanessa was having trouble breathing.
When Martinez arrived at the hotel where they were staying with their other young daughter, Vanessa was dead.
